Cut the beef brisket into pieces and blanch it in boiling water to remove the blood. Heat oil in a pan, add pepper, ginger slices, dried chili peppers, and garlic cloves and saute until fragrant. Add beef brisket and stir-fry until it changes color. Add cooking wine, light soy sauce, dark soy sauce, and oyster sauce and continue stir-frying. Add hot water, add cinnamon, star anise, and rock sugar, bring to a boil over high heat, then turn to low heat and simmer for 1 hour. Add the white radish cubes and continue to simmer for 30 minutes until the radish is cooked and soft. Finally, add salt to taste and sprinkle with chopped green onion.
